foodstuffs, clothing, housing and the like, while that

-ty, cannot be doubted, since, on the lines of the follow-

-ing proposals, she would have a large interest in any and

All such undertakings, instead of continuing to allow, na

paid employment to large mumbers of her population to their

material benefit which would tend to minimise, in a grent measure, the evils of highway robbery and pirney now so

Our views, roughly, are that a powerful

Hongkong syndicate, of which we are the representatives,

should obtain from China a general mncession over a period

of three years in which to send out prospectors and engi-

-neers through the districts named to search for and logste

such mines and beds of ore; and that when such have been

found a concession to work them should be given to us, that a company or compies would then be floated registered in Hongkong under the Companies Ordinance with such Capital as might be decided upon and with a Chinese Representative nominate by the Chinese Govammont on the Board of Direct- -ors. The Chinese Government to be given ng consideration

for the concession either 50% of the paid up capital, but

with the proviso that in this case the mount of all moneys expended in prospecting, flotation, cost of machinery and plant etc. would constitute a first charge on the profita, to be paid off at the rate of 10% per nun before division of profits without interest, the said 50% to be in fully paid share only, or 35% of the paid up capital wholly in cash or shares or partly in cash and partly in shares with- -out such proviso as above.
